I’ve found mass closing the tickets which have a last updated time more than 6 months or a year in the past to work well. I put in a comment saying “Closing stale tickets. Please reopen if this still important to you”

I’ve never seen more than an handful of tickets get reopened.

This still leaves fair number of tickets in backlog but it quickly gets rid of the cruft without too many complaints.

“Select all. Delete. If it something was important. It’ll come back.”

I worked at an org where people would track their (crappy) ideas in the backlog for years.

As soon as I deleted the first one, I remember instantly received a Teams message asking me why.

I can only imagine how they felt when I ripped through 3 years of those requests and threw them all straight in the trash.
